.015 cap vs.022 cap the .015 cap is going to be brighter then the .022? I would like to have the .015 for both neck and bridge, now I have .022 in the neck and bridge Humbuckers I would like the bridge humbucker to sound brighter even though both of my tone knobs on my les Paul are always on 10

First, check that you have 500k pots in your guitar (assuming it is a Gibson), and not 300k.
If you leave the tone pots on 10, it would make a greater difference changing the tone pots for no-load pots than changing the .022nf capacitors for .015.
Have you ever considered changing the settings on your amplifier?

Yes the capacitance is the cutoff frequency and the resistance is the amount. .015 is higher frequency cutoff (i.e. "brighter") than .022. The .022 bridge & .015 neck combo has been popular for years.

I run the .015 in the neck, and a .033 in the bridge. I find the bridge pickups to be bright enough.

You can use any value within reason. I hook up alligator clip leads and test out a bunch of different values to hear what I like. Sometimes a .022uf is fine. I've used .018, .015, .01 depending on what I want to hear. Sometimes .022 is too farty sounding when the tone is rolled back, maybe I'll use a .018 or .015 instead. Hamer used .01 for most of their guitars.
