Sprague capacitor tester, anyone?

A friend of mine recently bought some nice equipment that was leftover IBM-owned stuff at an auction.

One of the items he got was a Sprague capacitor tester...

It can be had cheap if anyone has a use or need for it.

This may not be a clear or fair question, but do you have any info as to what is meant by a capacitor "tester"?
In other words, is this supposed to be something that just simply measures the amount of capacitance of a given capacitor, or does it measure certain other factors? (I dunno, like maybe leakage current?) Is there any info/documentation/manual available with said tester? Thanks.
