Volume Knob on Amp doesn't go to zero???

Yesterday, I needed a bit of cleaner tone in my studio so I turned my amp down (rarely done) and I realized that it didn't get any quieter even when I went done to 0. It is a push pull volume knob (pull for mid boost). Any thoughts? I did just rebias tubes and maybe somehow I wacked it-don't think so, but maybe?

When I turned to 0 and then put a little pressure to turn lower the volume, it did get quiet. It's so weird because if you got to 11, it does get louder. I'm stumped. Please help!

Thanks for your input. I contacted the builder and he said it's likely a grounding issue. It did retube and might have bumped that volume knob going back in the chassis :##:##
